Tree blocking the view on a busy crossing to the beach

Today I witnessed an older child nearly getting hit by a car and this isn't the first time. Cars come from Fisherman's walk very fast and even when not travelling fast you cannot see if a car is coming till you are already in the middle of the road. (See photo) These days a lot of cars are eclectic and silent so you can't even hear one coming. This is the crossing point at the end of the pavement for people crossing to the beach throughout the day and sooner or later someone is going to be seriously hurt. This tree really needs to be taken out for everyone's safety. I have spoken in the past with the lady whose land it's on and she is happy for it to be removed but sadly is very elderly and not in a position to do this. She is currently in hospital.
