Silt and grit blocking drain

This gully drain often blocks and causes flooding to the houses around it (one being mine). I have cleared the leaves and grass from it but upon putting a broom handle down there it feels about a foot deep with sand/silt/grit too which I cannot get out and will cause a blockage as soon as it rains again. This issue is ongoing and I often have to clear the drain myself but I do not have the tools or expertise to get the sand and silt out. Please can you clear it as soon as possible to prevent flooding again soon.
