Culvert not draining

The Culvert again appears to be bkocked… whilst there is some very small trickle witnessed at the road gulley on the opposite side of the road, the lower pipe ( the Culvert has 2 exit pipes) is fully submerged and the flow of water across the road into the aforementioned road gulley opposite should be significantly more than is currently being witnessed.

This is an on going issue and as hi lighted on many previous reports, the risk of the ditch being overwhelmed when we have heavy rain due to the water not being dispersed quickly enough via the culvert presents a real risk of my property flooding. Thanks for your attention to this issue Regards
