Tampering with the highway for street parking

Yesterday I was left a rude note to say I was inconsiderate to others for parking on the road, which is a public highway and was not a double yellow line area. I was not blocking any visible driveways. Today whilst passing to go to Ventnor I see 4 yellow cones laid out in the area to prevent anyone using that specific space to park in. they are located behind a long wheelbase white Mercedes sprinter van which also there when I parked yesterday. I made sure I had to room to manoeuvre out from the van safely but I did not take up a space for two cars length. The same cones are also positioned in the gateway of the property next to that spot. I couldn’t not find any current notices for parking restrictions on park avenue Ventnor. So I feel someone could be attempting to take control of the street parking along that specific roadside with no legal right to do so.
