Hedge tree protruding too far on to the public footpath making it

The hedge/tree has grown so far out that it is creating a problem when more than one person needs to use the pavement. In addition, the light from the street lamp is obscured by the hedge/tree making it very dark to walk along the pavement at night. This excess growth has been this way for quite a time.
