Following resurfacing surface water now threatens our property every time it rains

Since New Road was resurfaced and road level raised every time it rains the water floods my property.. we have sandbags that help but shouldn’t have to use these… this is not acceptable and it is causing real issues as not fit enough to keep moving sandbags and collecting more every time it rains.. There have been numerous attempts to raise this issue but still no satisfactory response.. Please can we have an explanation as to why camber and height of road were changed and what the plan is to rectify issue.. Thank you
