Water flowing over gully

During the recent rainfall, I noticed that the water flowing down Luccombe Road was not going into this gully (and presumably the other gullies) and flying straight over it. The water was then pooling at the bottom of Luccombe Road and also near the end of Priory Road, which is caused flooding. Is there anything that can be done to the gully to ensure the water flows in? I am wondering if the grate is too high.
