Road flooding again

After 20 minutes of rain the road is flooded all 3 gullys are blocked. The issue is coming down from further up the road in both directions. At least two gullys further up in both directions are blocked. The water is a risk to cars on a 60mph road. The water is currently running in our drive and past our front door approximately 30mm deep. Trying to keep the debris from the gullys outside the property is impossible when it's flowing down the hill from multiple gullys is a impossible task on a fast highway.
