Encroachment onto road

For over 2 years I think it must be at least that but I can't actually recall when works commenced on a property's front garden, which was basically a collosal bank. The road (A3055 Undercliff Drive) the property is on, it's the first house on the left at the bottom of Seven Sister's Road, next to the village hall. Diggers, huge quantities of materials and water storage containers have all been stored on the main road, as there is a widening of the road at the bottom of the steps the owners house. They finished relocating their cess pit and constructing a double garage several weeks ago but they obviously haven't finished yet as more materials, blowing plastic and cement mixer are still in the road. Now they have a garage, I'm wondering why they can't start putting these things inside and finally clear the highway? I'm amazed they've been permitted to do this for so long.
