Pothole and manhole broken in road

Noticed this whilst cycling. At the junction of the recycling depot on Forest Road. It appears as if a pothole has developed around an inspection cover of some description and the cover has now rotated in the hole that has been created and it is getting larger. This is in line with offside wheels for cars and Lorrie’s and so is likely to get bigger as time goes on.
