Traffic lights not changing to green from red.

This evening I was sat waiting for the traffic lights to change for around 15 mins along st James's street. The lights were changing to allow cars to come down the high street (top of town) and also st James's street (south) but not from where I was waiting. They continued to stay Red meaning I had to go through a red light, luckily it wasn't busy as late at night and no traffic build up.
