Gravel blocking drain

Large amount of gravel washed down the slip road between St Andrews St and York street during the storm yesterday. This resulted in the drain/ gully being blocked - again- and preventing the storm water from draining. The road and pavement then flooded: as the houses open directly onto the road with a very low kerbside, there is a significant risk of property flooding if it rains ( even a little bit now as the slip road quickly becomes a river in even “normal” rain) unless the gully is cleared and the drainage maintained. A neighbour had water overtopping the kerb and coming through her letterbox. This is an ongoing problem with this gravel wash down and I know it has been highlighted before - is there not a permanent fix for this issue? I look forward to your response. Thank you
