Disabled driver unable to exit car due to bin

Disabled drivers are unable to fully open their door wide (which is often a requirement to exit the car for many) as the bin and the cycle bar (but mainly the bin) is in the way. Other than parking outside the bay lines so the bin isn't in line with the car door, this disabled bay is not fit for purpose. As it's a one-way street, the drivers door is always impacted.
