Outside Ryde Mews - Access to water meter blocked

When the pavement was tarmacked the water meter was covered, there should be 3 meters and you can see in the historic view on street view, however now the one between the BT panel and the other 2 has been coved. I moved in July last year and have been trying to get this sorted and Southern Water came out and logged it to be dug up by yourselfs. nothing has happen and I need access to it so can you please help
