Premier Shop constantly obstructing pavement and parking

Premier shop constantly obstruct the pavement and the parking at the front of their shop with pallets of goods. On asking them to free up the pavement they simply push the pallet into an adjacent parking spot in front of the shop and it is left there for hours.
