Council ground not cut

Part of the verge was cut but the rest of the area was not incld grass & weeds. The council owns the land down to a triangle point alongside No 2 pathway. The whole area should have been trimmed instead of just a small portion. Also I have reported before that one householder has dug out his garden & dumped it onto the council owned area which is now a load of weeds. This was done a year ago. The council need to tidy this area & speak to the homeowner who has done this. Surely amounts to fly tipping? It's a complete eyesore.
