Repair breaking up

The temporary repair is already breaking up around the edge. Stones from underneath the tarmac are being strewn across the road - these could be kicked up by passing vehicles and damage surrounding parked cars. This is a very poor second repair. The problem has been going on for approximately 3 months. When is it going to be fixed properly, please?
