Vehicle has no MOT or insurance and is preventing access and obstructing the turning area of the cul de sac. Appears to be leaking petrol which represents a fire hazard and public health risk. Owner dumped vehicle 2 weeks ago and left windows and doors open. Car is full of trash and food waste which may attract vermin.
