Over hanging hedge

This hedge is wider than the footpath. I have reported this before but the owner does not maintain the hedge to keep the footpath clear. The hedge is also growing around the road name signage and post box. These both used to have clear space all around them not enclosed by the hedge. It’s impossible to walk past a person or a pram without walking in the road.
