Flooding due to foot path being inappropriately re. surfaced

When the old railway foot path was resurfaced our property and garden floods when we have heavy rain, a spring used to bubble up on footpath and flow to lower ground further along now path has been tarmaced and raised the water can't escape so soaks in to my garden and comes up through the concrete floor in my garage. I have reported this but no action. Has been taken. We desperately need drainage to be put in place.
