Drainage issues causing black ice

Road is very icy/slippy as the road seems to be wet all year round. There are historical issues with flooding due to poor drainage/leaks further up the hill. Just witnessed a motorcyclist come off his bike due to the ice, road needs gritting but they don't come this way.
