Tree growing up from tall hedge.

I dont know if you are the right people if not can you please redirect thankyou. Each year the tall hedge witch runs along the edge of the cemetery along the gardens of Granary close is leved along the top and the cemetery side. This year it hasnt been done so tall tree branches have appered as photo. I have cut the top as much as I can by hand but got nothing to cut the branches down. PLEASE can you have the cut so they dont cause a problem. Also if the tree further back is a elm tree I think it may have elm die back because alot of it last year hah very little or no leaves. Hope you can get the top of the hedge cut for me thankyou kevin...sorry if its the wrong department.
