Apparently abandoned truck with scrap car

This truck has not moved for over a month and was previously parked nearby in Newport Road for a similar period. It has a smashed window which has been taped up. The scrap car and the scruffy nature of the vehicle is reflecting badly on our residential street scene. Could you please investigate whether it is abandoned and if possible could it be removed please
