This drain needs clearing as I am told it is blocked and your responsibility

Due to the high levels of rainfall this winter our cellar suffered severe flooding. In trying to find solutions to this issue our drains were checked and there is a drain that goes from our land to Sandy Lane that is completely blocked. I was told by The Rodfather that this is Island Roads responsibility to keep clear. Would you please make a plan to clear this drain as soon as you are able so that we do not have another winter with a cellar underwater. Many thanks.
