Road severely breaking up around the drain

This is a recurring problem because the drain doesn't drain when it rains so the water sits and eats away at the road around the drain causing a puddle. Drivers also drive in this puddle which breaks up the road even faster. You have looked into this drainage problem before and have tried cleaning out the drain but this unfortunately hasn't made a difference. The drain is in question is on the road outside 92 Station Road.
