Drainage water leaking from under road surface

At the junction between Highfield Road and Westhill Road, at the end of the stone wall which divides the two, there is water leaking from under the road surface. It is not coming down the slope of Highfield Road, nor is it coming up through the adjacent drain. Also, it is quite smelly, even sewer-ey
