Over grown brambles

Every year the brambles and bushes on the council ground get out of control to the point that they are grow up against our property and we cant get access to our wall or fence and have to request that they are cut back and a yearly basis, we have just had new fascias and guttering fitted and they are growing all over it at one end. Could someone please come round and cut these right back or even better remove them completely as it's not nice to look at its just a mass of invasive weeds, ivy and brambles and grows rapidly against our property every year ?
