River yar end of our property

The bottom of the river yar is too high it covers two pipes that go under our garden that takes water from gate lane and car park to the river. It causes gate lane and car park to flood water gets through to my garden then comes up the man hole so not to flood our garden I’m diverting it above ground to the marsh . I cannot get pipes cleaned out until the base of the river is dug out to at least four feet deep. I look forward to hearing from you soon thank you . My name is kevin allen No 07988543345
