Running water on pavement

We have had a problem with water running across the pavement for 12 months. Initially Southern water did a test which confirmed it was a natural spring. It was understood some form of drainage was going to be put in place but this did not happen. As you can see from the photo this has now iced over and we have several elderly residence who need to cross this path. Please can this be looked into.

    We still have escaping water which seems to be comming from around the telegraph pole. A bag of rocksalt was delivered but this has washed away.
