Hidden drainage grate covered and blocked

The drainage grate has not been raised since the road was re surfaced (quite while ago now). It is now filled with dirt and leaves blocking it completely. All the run off water now runs down the road. The new concrete apron at Lambsleeze farm prevents water enter that grate. The grate I am talking about is on the same side of the road approximately 10 meters down the hill.
