Vehicles using front gardens which are too small to hold a car as a parking space.

Over the past 10 years owners in Bellevue Road have been removing their front walls and using their gardens as parking spaces which are too small to contain the car. This means that the car is half on the pavement and then another car is parked parallel to the house which prohibits anyone with a pushchair/wheelchair/mobility scooter being able to pass. Several neighbours have asked for residents parking but the ratio of these houses means that is not an option. We should like to know if they are legally using their gardens in this way and what can be done to ameliorate the situation. At the moment I should like to remain anonymous please.
