Damaged and insecure fence next to pavement.

This fence has been damaged for years and I have no idea who is responsible for it but there has been no sign of this being fixed. The main issue is that it is ready to fall and the only thing that is keeping it from falling is this rope. If left like this it could fall whilst someone is using the pavement. Also the pavement around the fence hasn't been cleared in years and there is rubble and dirt on the pavement.
