Road without upstand lets rain water ruin driveway

There should be a heightened edge on the road to obstruct rain water to go into our property from the road. Rain water went past the drainhole and took gravel with it and left a big hole in our driveway and unsurfaced the internet cable. In the picture I have raked half of the gravel back to cover the whole but the other half of the gravel is missing as it floated away. This will happen every time there is a heavy rain, there needs to be an upstand on the road.
