Neglect and danger of overgrown Shrubs/hedges

The wild shrubs on this access area are of a prickly nature and protrude over the brick tiled pathway leading to Admiral Gardens where the residents are predominantly elderly and it is accessed regularly. The branches are at eye level and dangerous. The brick tiled pathway, through neglect, is beginning to lift due to moss and weeds growing between the gaps, and not being treated with weed killer and kept under control, this could lead to an elderly person tripping over the raised tiles. The amount of debris and old hedge/shrub cuttings together with dead leaves and rubbish makes this area most unsightly and now becoming dangerous to use due to growth. This access has been neglected over many years, and this is not the first time you have received complaints regarding this area stating the lack of grass cutting and attention to the access between Terminus Road and Admiral Gardens and the rear of Marks & Spencers. Your prompt attention to this matter would be appreciated.
