Blatant contravention of the Planning Regulations- six foot fence and trees.

The fence was erected in August 2018 by the owner of 24 Woodland Grove - a Miss Owen. It contravenes the Planning Regulations in the fact that the wooden fence which is six foot high needs permission when adjacent to the pavement . if more than three feet high. It does not blend in with the adjacent properties which are in fact 'open plan' It also blocks the view from my bungalow at 14.Pelham close. The fence needs to be lowered to the required 3 feet maximum. I have been in correspondence with the IWC Planning over the past two and half years but they do not seem to want to do anything about the infringement of the Planning Regulations. The property is also supposed to be 'Open Plan'. It may well be the cost of taking the occupant to the Magistrates Court and costs involved with this that is holding things up. Can you do anything to help me ?. I have lived at 14. Pelham Close for 43 years.
