Wooden fence has dangerous broken areas exposed

The wooden post support fence is deteriorating rapidly and now has dangerous wooden edges jutting from it. My concern is for older pedestrians, who are numerous in this area, who use it as a support to either pause when going up Market Hill for a breather, or to hold on to while making the ascent. A more stable, sturdy replacement is required. The issue has existed for a number of months, and posts are deteriorating rapidly, from the bottom and top, making the entire structure unstable.
