Left with no clean access to property resulting in damage to property

Hello, We appreciate that we will have a new pavement in front of our house (6 Melbourne Street), but we have been left for 2 days without any clean access to our property. We have a 2 year old daughter and when we have gone out with the pushchair, we have had to carry it across the pavement. Neither of us can jump with a pushchair with a toddler in it and have been forced to step on the pavement. As you can see from the pictures, it is an unfinished surface with black sticky substance sprayed on it, or at least the surface has been made sticky. The first time it happened we didn't realise and ended up walking it in our house, resulting in a lot of time spent cleaning the wooden floors. But the main damage is to our shoes. I have taken pictures and have attached them so you can see. The black stuff will not come off my wife's shoes and whatever has been used somewhere on the pavement has pulled the grips off of my running shoes. Please can you compensate. We should have at least had a plastic ramp, or some type of covering to stop this from happening.
