Lack of road signs and road markings.

Dear Island Roads.
I am writing to ask that No Entry signs be placed at a busy road junction.
I live in Church Road (the A3055), Shanklin very close to St. Blasius Church, the Big Meade car park and the junction with Manor Road.
Located at the junction with Church Road and Manor Road is a junction that could be best described as a pseudo roundabout. In essence a tree in the middle of a busy road junction that allows traffic to enter Manor Road from Church Road and traffic to exit Manor Road into Church Road. It should also be noted located off Manor Road close to the junction of Church Road is the entrance and exit to the Big Meade car park. This junction is very close to the blind double bend.
Clearly marked on the road junction are the following prescribed road markings -
Manor Road into Church Road – Give Way lines from the north footway of Church Road to the middle of the junction beside the tree.
Around the tree in the middle of the junction are diagonal white lines – hatched markings.
From the tree located in the middle of the junction to the eastern boundary of the church grave yard a single broken white line
On Manor Road outside the pedestrian entrance to the church a single arrow providing the road user with a direction of travel. The head of the arrow points towards the Shanklin Manor.
On numerous occasions whether as a pedestrian or as a road user I have witnessed other road users travelling west in Church Road from the Old Village, slowing down on the approached to the pseudo roundabout and turning right travelling the wrong way across the Give Way lines and either stopping in the car park or continuing to Shanklin Manor. As both a pedestrian and road user I have had to stop to avoid an accident with the other road user travelling the wrong direction into the junction. On a number of occasions I have pointed out the correctly marked road markings and the proper direction of travel to other road users. Most of the time the other road user appreciates my timely intervention and follow the correct entry from Church Road into Manor Road.
Whilst I am not aware of any road collisions or fatalities at this junction I have witnessed many near misses. For all intense and purpose the junction purports to be a roundabout. However at the junction of Manor Road and Church Road there are no signs indicating as such.
I believe two No Entry signs should be placed on the junction either side of the Give Way lines facing towards Church Road. By placing these signs it should prevent and reduce road traffic entering the junction from the wrong direction. To enforce the signs the words NO ENTRY should be marked on the carriageway behind the Give Way lines, again facing Church Road. A throwing arrow with the head turning towards the right should be marked on the A3055 opposite the junction with Manor Road, this will indicate to other road users the correct side of the tree to use and enter the junction of Manor Road.

I respectfully ask that serious consideration be taken of my request to the siting of two No Entry signs and supporting road markings being placed at the junction of Church Road and Manor Road, Shanklin. The Isle of Wight Council as the local highway authority and their partners, in this instance Island Roads as public bodies have a duty of care to residents, and visitors alike.
I should point out that this morning (Wednesday 8th July) I met by chance Mr Geoff Pidgeon a District Steward at the above location. I pointed out the problem as mentioned above and posed a question regarding having No Entry signs at the location, he stated that he would raise the issue, and informed me this matter would be put to the Isle of Council for consideration. Whilst I was talking to Mr Pidgeon a motor vehicle travelling west from Shanklin turned into the junction across the Give Way lines. It was fortunate for that particular driver no other motor vehicle or pedestrian was using that part of the junction at the same time.
