Illegal Cones being used to restrict legal parking

Some residents of Stones Close have put down illegal "No Parking" cones from Southern Water (with the logo taped over) to enforce their own parking rules. One of the residents works for Southern Water who is using his companies cones to enforce this illegal parking ban.
It is unfair on people who have cars that are legally allowed to park on a public road being told they can't park on a public.
Plus this illegal parking ban is being enforced by no parking stickers being glued to cars who park even dare to park near these cones.
There has been confrontation recently and I'm worried it could get violent.
