Drainage ditch filled with silt and garden waste

I live nearby the lane known as Parkers Hill, Freshwater PO40 9AT, which connects the Longhalves footpath with School Green Road. The ditch alongside the northern half of Parker's Hill carries significant volumes of rainwater after bursts of heavy rainfall. The adjacent orchard was built on around 20 years ago to create Dall Square, and Golden Cottage (57 School Green Road) has been sold on, but the ditch was not included in the sale of the land on either side. The area of the ditch is shown as unregistered on the Land Registry map. This ditch was previously maintained by a group of Young Offenders supervised by the Isle of Wight Council, but they have not been seen for some years now. The ditch is now silted up and filled with dumped garden waste. There is a public footpath alongside the ditch which now floods to a depth of a few centimetres after heavy rains. I contacted the Environment Agency who said this ditch is a minor watercourse managed by the Lead Local Flooding Authority.
